Patrick Allen, PE, is a transportation engineer for the Michigan Department of Transportation (MDOT). He has been with MDOT for 20 years and has been involved with Act 51 mileage certification in some capacity during his entire tenure. Prior to joining MDOT, he worked for the California Department of Transportation for nine years. Allen earned a bachelor’s degree in civil engineering from Michigan State University and a master’s degree in civil engineering from North Carolina State University.

Rachael Barlock , Water Resources Engineer

Rachael Barlock is a water resources engineer for the Southeast Michigan Council of Governments. She has seven years of experience working in the water and wastewater industry. Currently, she is currently working on an underground water infrastructure regional asset database and capital improvement coordination tool as well as climate resiliency and flooding risk analysis for the transportation network in Southeast Michigan. Barlock received her Bachelors of Science in Environmental Engineering and Master of Science in Water Resources Engineering from Michigan Technological University.

Roger Belknap , Michigan Transportation Asset Management Council Coordinator

Roger Belknap is the coordinator of the Michigan Transportation Asset Management Council (TAMC), a role he has served since January 2016. Belknap brings a strong planning and infrastructure management background to this role that he gained while working as the Public Works director for both the City of Cedar Springs and the Village of Spring Lake. Prior to serving as TAMC coordinator, Belknap worked for the Kent County Road Commission for 11 years as a transportation planner and was heavily involved with the Pavement Surface Evaluation and Rating (PASER) data collection for the TAMC and other local transportation planning initiatives. Belknap earned both a bachelor’s and master’s degrees in Public Administration from Grand Valley State University.

"Christopher Bolt, PE, is the managing director of the Jackson County Department of Transportation (DOT). He has served in this role since 2014. He has over 25 years of experience as a civil engineer and public administrator, with a focus on building and leading high-performance organizations through dedicated service as an innovator, strategist, and servant leader. Bolt holds a civil engineering degree from the University of Iowa and a Master of Public Administration from Western Michigan University. He has also completed coursework towards a doctoral degree. He is a licensed professional engineer in Michigan and Wisconsin. "
Tim Colling, PhD, PE , Director
Center for Technology & Training
Tim Colling, PhD, PE, is the director of the Center for Technology & Training (CTT), which houses the Michigan Local Technical Assistance Program, and the Great Lakes Environmental Infrastructure Center at Michigan Technological University. He has been with the CTT since 2002 and assumed directorship in 2010; he assumed directorship of the Environmental Protection Agency's Region 5 environmental finance center—the Great Lakes Environmental Infrastructure Center—in 2016. His expertise and focus is in asset management and asset management systems. Prior to joining the CTT, Colling was a civil engineering consultant for 10 years. Currently, Colling is primarily involved in outreach and technical support to transportation agencies in the state of Michigan. He also performs research activities in pavement management and traffic safety engineering. In 2016, Colling was a recipient of the Michigan Transportation Asset Management Council’s Carmine Palombo Individual Award for his leadership in asset management in Michigan and throughout the United States. Colling earned a bachelor’s degree in environmental engineering and both master’s and doctorate degrees in civil engineering from Michigan Technological University. He is a licensed professional engineer in both Michigan and Wisconsin.

Jeff Cranson , Director of Communications
Michigan Department of Transportation
Jeff Cranson is the director of communications for the Michigan Department of Transportation (MDOT). In this role, he is responsible for all MDOT internal and external communications, media relations, and communication strategies. He supervises a staff of media relations representatives in MDOT regions as well as mapping, photo, video, and graphics units. Before joining MDOT, Cranson was a columnist and editor at Grand Rapids Press, coordinating political, government, health, environmental, and transportation coverage. Under his direction, the MDOT Office of Communications created an award-winning campaign to educate the public about the perils of under-investment in infrastructure. He has also put emphasis on growing the department's social media presence and explaining multi-modal needs, including the growth in Michigan's intercity passenger rail program, a long-awaited Regional Transit Authority in Southeast Michigan, and MDOT’s role in the development of connected and automated vehicles and the Michigan Mobility Challenge.

Alex Elsenheimer, PE , Civil Engineer
Marquette County Road Commission
Alex Elsenheimer is a civil engineer for the Marquette County Road Commission (CRC). His responsibilities include completing grant applications, assisting with developing, coordinating and reviewing public work project documents, technical construction inspection and testing, and in-service bridge inspection. Elsenheimer has worked for the Marquette CRC for three years and previously worked for AECOM for four years in Phoenix, Arizona, and Madison, Wisconsin, as a traffic engineer. He is an active member of ASCE. Elsenheimer has a Bachelor of Science in Civil Engineering at Michigan Technological University and is a licensed professional engineer in the state of Michigan.

Karl Hanson, PE , County Highway Engineer
Wexford County Road Commission
Karl Hanson, PE, is the county highway engineer of Wexford County Road Commission. He is a very active member of the County Road Association of Michigan's Engineering Committee, serving on the Joint Apprenticeship and Training Committee and Soil Erosion Engineering Subcommittee, heading the Bituminous Engineering Subcommittee, and heading the Federal Aid Eligible Preventative Maintenance Engineering Subcommittee.
Mark Holmes , Geospatial Services Manager

Mark Holmes is the geospatial services manager for the Michigan Department of Technology, Management, and Budget (DTMB)—Center for Shared Solutions. Holmes' responsibilities include managing the enterprise GIS services that are provided for state agencies. He has over 20 years of GIS experience that includes planning and consulting for public-safety, transportation, environmental, and broadband projects for both state and local government. Holmes graduated from the geography program at the University of Western Ontario and obtained a GIS Application Development Specialist certification from Sir Sanford Fleming College.

Dave Jennett , Transportation Planner
Michigan Department of Transportation
Dave Jennett is a transportation planner for the Michigan Department of Transportation. He is part of the Asset Management and Policy Division support staff that serves the Michigan Transportation Asset Management Council (TAMC). He is responsible for the council’s website and dashboard programs, annual report, and assists with compliance reviews of PA 51 Investment Reporting requirements. Jennett has substantial background with the TAMC and the Investment Reporting Tool (IRT) that includes program coordination, training, data analysis and collection, help desk oversight, and delivering multiple presentations including a one-on-one presentation with Governor Snyder and a presentation for the 21st Century Commission. Prior to joining MDOT in 2017, Jennett worked with the State of Michigan Center for Shared Solutions for almost 13 years as a project manager and business analyst coordinating all the related activities of the Central Data Agency. He played key roles in the collaboration with all the partnering agencies and different aspects of the program including the Road and Bridge Conditions Interactive Map and development of TAMC’s IRT since its inception in 2005. Jennett also managed and lead quality assurance efforts on numerous other projects for multiple state agencies including the Department of Environmental Quality (DEQ); Department of Natural Resources (DNR); Department of Technology, Management and Budget (DTMB); and Michigan Department of Transportation (MDOT). Jennett received a Bachelor of Science in Environmental Engineering from Michigan Technological University in 1994, and also has completed graduate work at Eastern Michigan University and Michigan State University.

Joanna Johnson , Managing Director
Road Commission of Kalamazoo County
Joanna Johnson is the managing director of the Road Commission of Kalamazoo County (RCKC). As managing director, she oversees the operations of the road commission, which maintains over 1,267 miles of county roads, bridges, and infrastructure. She was appointed to the Transportation Asset Management Council (TAMC) in October 2013 and is currently serving as the TAMC’s chair. Johnson is the current president of the County Road Association of Michigan and the current chair of the Southwestern Council of Road Commissions. She is a member of the Western Michigan University Civil and Construction Engineering Advisory Board and the Western Michigan University College of Engineering and Applied Sciences Industry Advisory Board.

Travis Mabry, PE , Assistant City Engineer
City of Walker
Travis Mabry, PE, is the assistant city engineer for the City of Walker, Michigan. Mabry manages road, bridge, storm, sanitary, water main, traffic signal, roundabout, trail, and sidewalk projects. He is also responsible for the city’s bridge inspection, asset management, and Act 51 programs. Previously, he served in the United States Air Force as a civil engineering officer and was stationed in Colorado Springs, Colorado. Mabry earned his bachelor’s degree in civil engineering from Virginia Technological University.
Gareth McKay , Principal Consultant
US Advisory Services, WSP Detroit
Gareth McKay is a principal consultant for the US Advisory Services, WSP Detroit. He has been with WSP Detroit since 2018. Prior to moving to the United States, McKay was responsible for road and highway projects in New Zealand, Canada, and the United Kingdom. Over the last seven years, McKay has led transportation asset management initiatives with departments of transportation and local agencies in the United States and was involved with the group that updated the American Association of State Highway and Transportation Officials transportation asset management guide. He has also supported the Federal Highway Association and National Cooperative Highway Research Program by developing research and guidance for transportation asset management initiatives.

Steven Minton, PE , Metro Associate Region Engineer – Development

Steve Minton, PE, is the associate region engineer of development for the Michigan Department of Transportation (MDOT) Metro Region. Minton is responsible for managing the Metro Region's $2.4 billion dollar Five-Year Road and Bridge Program that is used to maintain the region’s trunkline system of 4500 roadway lane miles and 1600 bridges. He has worked for the MDOT Metro Region for over 20 years in a variety of positions, including project management, construction, and geotechnical areas. He was formerly the deputy project manager for the I-75 modernization project in Oakland County. Minton earned his Bachelor of Science in Civil Engineering from Michigan State University.

Jonathan Myers, PE , Managing Director-County Highway Engineer

Jon Myers, PE, serves as the manager and county engineer for the Midland County Road Commission. He is responsible for planning, developing, and implementing all road commission programs and construction projects. As part of this position, he oversees the development of the road commission budget and monitors expenses. He also represents the road commission for all collaboration at the local, state, and federal level. Prior to joining the road commission, Myers spent almost 20 years with the Michigan Department of Transportation where he worked in a variety of roles including design, traffic and safety, and project development. Myers has a Bachelor of Science in Civil Engineering from Michigan State University and is a licensed professional engineer.
Kyle Nelson , Transportation Planner & Information Steward

Kyle Nelson is a transportation planner and data steward for the Michigan Department of Transportation (MDOT). He has served the department for over four years, working in two different positions. Most of his time has been spent in the role of data steward for transportation project data. Nelson serves as an information steward for the Bureau of Transportation Planning and has helped form the current iteration of data governance at MDOT. Nelson earned a bachelor's degree in Urban and Regional Development from the University of Arizona.

He has more than ten years' experience in asset management analysis, planning, strategy, and implementation across infrastructure sectors including transit, rail, aviation, facilities, roadways, and utilities. O'Har is a member of the Institute of Asset Management (IAM) and of the Transportation Research Board (TRB)'s Asset Management Committee. He has also conducted applied research on asset management in transportation, namely in the areas of risk management and climate change. O'Har holds a bachelor’s, master’s, and doctoral degrees in civil engineering from Georgia Tech and is a certified project management professional (PMP).

Michael Reynolds , Linear Referencing System Coordinator

Michael Reynolds is a transportation planner for the Michigan Department of Transportation (MDOT). He started his career with MDOT as a student assistant in 2011, working for the project manager of the Gordie Howe International Bridge (GHIB), and then joined the traffic collection unit in 2015. In 2016, he joined MDOT full time as the National Functional Class (NFC) coordinator and GIS support for HPMS. Reynolds assumed the position of linear referencing coordinator in 2018 and has been in that role ever since. Reynolds earned his Bachelor of Science in Geography from Michigan State University.

Bob Slattery, Jr. , Director

Bob Slattery is the director of the Department of Public Works for the City of Burton, Michigan, where he oversees and directs operations of its various divisions—Streets, Water and Sewer, Planning and Zoning, Engineering and Inspection, Motor Pool, Building and Code Enforcement, and Facilities. Prior to assuming this role in 2015, he was director of planning for the Genesee County Road Commission and senior transportation planner for the Road Commission for Oakland County. Slattery served as mayor of his home town of Mt. Morris, Michigan, from 1991 to 2009 after having been chairman of the planning commission there for several years. He is also a past president of the Michigan Association of Mayors. Slattery remains active in the Michigan Municipal League, for which he served as president from 2001 to 2002 and as chairman of the Transportation, Infrastructure and Environmental Affairs Committee from 1995 to 2006. He was awarded Honorary Life Membership to the League in 2006. Slattery is currently representing the League on the Michigan Transportation Asset Management Council (TAMC). He served as vice-chairman for TAMC from 2006 to 2014. Slattery holds a master’s degree of urban planning from the University of Michigan and a bachelor’s degree in resource planning from the University of Michigan-Flint.

Kristi Tanner, PhD, is a data reporter on the investigations team at the Detroit Free Press. Tanner's research interests include urban politics and policy. She is also an adjunct professor at Wayne State University where she teaches graduate level statistics. She has extensive experience in data analysis in the private, public, and nonprofit sectors. Tanner holds a master’s and a doctoral degree in public policy administration at the University of Missouri – St Louis.
